Question

The narrator blames the 2013 government shutdown on increased partisanship that has resulted from the fact that each state draws its own district lines. Since the state legislature draws the lines they try to reduce competition for congressional seats by making more landslide districts (one party will win in a landslide and the other party doesn't stand a chance). This results in representatives who are radical (to appeal to their districts) and have increased difficulty working together. True False
