Answer

B

Explain

The qualifications to become Governor of Georgia are as follows:
1. The candidate must be a citizen of the United States.
2. The candidate must have been a legal resident of Georgia for at least six years immediately preceding the date of election.
3. The candidate must be at least 30 years old.

Here, all persons are a citizen of the U.S.
Person 1 has lived in Georgia for 39 years and is 40 years old.
Person 2 has lived in Georgia for 5 years and is 50 years old.
Person 3 has lived in Georgia his whole life and is 25 years old.
Person 4 has lived in Georgia for 15 years and is 55 years old.

Persons 1 and 4 both have resided in Georgia for more than the required 6 years and both are older than the required 30 years of age. Confusingly, the problem does not account for the necessity of being a U.S. citizen for one's entire life, but the requirements for Governorship in the State of Georgia only stipulate that the individual has been a U.S. citizen for at least 6 years, which all persons have been. Consequently, both person 1 and person 4 meet the qualifications to become Governor of Georgia, while person 2 fails to meet the residency prerequisites and person 3 is underage.
