<p> In the United States, a writ of certiorari is an order that the Supreme Court issues to a lower court to send up the records of a case so that the Supreme Court can review them. For the Supreme Court to issue a writ of certiorari, a rule called the "Rule of Four" is applied. This rule implies that at least four of the nine Justices must agree that the case is worthy of the Court's review. So, before a writ of certiorari can be granted, at least four Supreme Court justices must vote in favor of granting the writ.</p>
