<p> The United States Senate structure is based on a principle established by the Founding Fathers of the United States during the Constitutional Convention of 1787. A compromise was reach where in the House Of Representatives each state is represented proportionally to their population but in the Senate each state is represented equally. Thus the number of senators per state (two) is immune to shifts in the state population. This equal representation in the Senate was intended to balance the interests of large and small states.</p>
