The food with the shortest shelf life, which would spoil the quickest, should thus be stored at the front of the shelf or fridge, in order to make sure it is used first. It involves storing newer items at the back, allowing older items to be easily accessible at the front. This way the oldest product is (usually) sitting at the face of the shelf/fridge, and thus gets (re)moved first before reaching to the freshly shelve/laced newer (same) product. For your question, storing at the bottom won't fulfill this purpose.
